Circular Telegram: DEA/8204-40, p. 805

Take note in particular of # 2E:
Referring to the upcoming introduction into Parliament of a new bill for Canadian citizenship, it talks about people who will be citizens once it has passed but then says “people who are now Canadian citizens under existing legislation will be recognized as Canadians under the (new) Bill.”
This telegram is followed by a barrage of telegrams and messages going back and forth between the UK and Canada about the citizenship bill that will be introduced in Parliament.; just keep paging forward in the same document starting from page 1308 through page 1315.
